Yes, there is two provisions in the rules to the Land Transport Act and one in the Summary Offences Act about not keeping left, loitering or obstruction on a road. Each of these results in a court summons, a fine, a record and the requirement to pay a further $180 in court costs.
There is also legislative provision for each local council to have their own offences for blocking roads but I haven't seen anything in particular in the HDC plan.
My view is that the government should step in and declare the road to be a government road under the Government Roading Powers Act, which means HDC no longer control it and it's another more serious offence to block the road.
