I suspect the reason they mention the possibility of exemption for CSG is to avoid compensation claims (and because the QLD government itself is heavily involved in CSG). I would think no similar argument for compensation exists for UCG as it is in a trial phase, not production.

I think they are setting the scene for ignoring the facts.
