What was previously posted about the SEC maybe preferring to wait and assess the end of year report to confirm complete compliance with the int'l accounting standards seems quite a good theory to me.

The theory has the advantage of being related to the single thing we do know which concerns how the applicant deals with its accounts.

As prior years' accounts may therefore presumably not be (fully) compliant, then a regulator might consider it prudent to require that the applicant provide at least one financial year's accounts which do fully comply.

The SEC sure as hell isn't going to go through and reconstruct years of previous accounts to imagine how they would look if they had been done to a different standard.
