youngbuck, the target of 19.5c is based on technicals, simple support and resistance.
PRR found support at 19c in March, April this year. The reason I chose 19.5 is because 20c will act like a magnet, when ever a stock generates a lot of momentum around these price levels it seems to push to these large numbers, 19.5c being 1 tick from this key level.
PRR is getting to that stage that it is beginning to find some strong momentum and price declines of say 2c or so will be great buying opportunities leading up to the important month of October.
