With a strike price of 20 cents, it will mean that the options will cost you 44 cents to convert them to shares when the shares would only cost you 30 cents.
As the sp of the PRR shares approach 20 cents, the differential between the shares and the options will decrease.
If a share cost 30 c, the option technically should be 10 c. However the percentage gain (or loss) on the option will be greater, hence the punters will factor that into the price, but I can't see it being 24 cents.

This is not to say that the current 4 cents isn't cheap.
