Yes after the event. I would be peeved as a shareholder if I applied for shortfall shares and they were not given to me but to a non shareholder at a later date. This could all backfire in their faces. I still think it is to do with them not wanting an existing shareholder to be able to increase their shareholding for whatever reason. AIMO.
