Noticed that in the announcement as well. They really cannot start production until the ports open. Interesting article in today's Reuters website that a Saudi coalition spokesman said on Saudi TV that the major fighting in Yemen is winding down and the next pause is to rebuild the country. They will need oil for that rebuild and that will help to fast track PSA production.
