    Download the PSC Report Online Link:

    http://www.aelb.gov.my/aelb/malay/teks/index.asp

    Up near the top center of the page there is a blue pop-up box, within which there are several hyperlinks. The hyperlinks labelled "Bahagian 3" and "Bahagian 4" are the PSC report presentation in English.

    For anyone who was the least bit nervous from hearing the claims of the opposition party protestors, the online PSC report is a MUST-READ. The following details in this well-documented report explain how LAMP's effluent, air emissions, and solid waste controls have all been carefully designed and implemented to prevent adverse environmental impacts:

    There is an aerial view of LAMP in the PSC download, Part 3, PDF page 20.

    If you match this map to Google Earth you can see that LAMP is located about 2 miles from the ocean on the north side of Gebeng industrial park in an area where there are no residential dwellings for miles award the perimeter.

    The LAMP itself looks to occupy a very large parcel approximately 1 mile by 1 mile. The Google earth imagery is not current, however, as the historical imagery tool indicates the aerial is February 2011.

    The early aerial photo from 1.5 years ago shows buildings not present yet or just in the foundation stage. This shows a HUGE AMOUNT OF CONSTRUCTION HAS BEEN COMPLETED IN THE LAST 18 MONTHS. Congrats to Lynas for pulling off such a massive construction project in 1.5 years!

    Very good overview and flowchart of waste treatment operations in Part 3 as well, starting in the PDF with:

    > page 22 (production byproducts and radioactivity levels)

    > page 25 (feed and residue characteristics)

    > page 27 (why LAMP does not pollute the water stream)

    > page 29 (double layer impoundment with elevated berms and leachate leakage monitoring and return piping to capture any leaks)

    > page 33 (residue storage facility design criteria - best industry practices citations to international standards guidelines)

    > page 38 (5 stage scrubber system description explaining how LAMP does not pollute the air)

    > page 39 (scrubber system design limits)

    > page 40 (continuous emission monitoring system)

    > page 42 (process flow diagram demonstrating how no solids will be sent to the Waste Water Treatment Plant [WWTP])

    Very good overview of commercial use of byproducts and regulatory requirements in download Part 4, PDF pages:

    > page 2 (overview of synthetic mineral product [SMP] development, showing:

    1. Flue Gas Desulfurization [FGD] - not radioactive - used for Synthetic Gypsum;

    2. Neutralization [NUF] residue - not radioactive - used for magnesium-rich gypsum;

    3. Water Leach Purification [WLP] - slightly radioactive - used for roadbed sub-base materials after mixing and blending.)

    > page 4 (nonradioactive Synthetic Gypsum - Malaysia uses 1M tons/yr, much imported from Thailand. Lynas has 1 yr. collaberation agreement with major user of plasterboards and cement. Alternative use in agriculture.)

    > page 6 (nonradioactive magnesium-rich gypsum from NUF: pH adjustment of soils and for construction applications. Development program already underway in Australia.)

    > page 9 (slightly radioactive WLP residue for road base, development program underway since 2008. Replaces sand at up to 10% of road sub-base. Passes engineering mechanical tests, pollutant leaching TCLP tests, and ecological toxicity tests. 12 Companies involved as R & D partners in development.)
