No the performance shares are related to the number of users not revenue. So if they sign up a Company which has 10M mobile users, then those 10M count towards the performance total. They then sign up another with 30M mobile users, then there audience is 40M.
So if you think back, they were targeting 2 Billion users, so 100M = 5% market penetration, 150 = 7.5% market penetration for the product within 12 months & 18 months.
