I read it as being for the first time ever, meaning such an outcome has never been achieved by a drug treatment, in trials. Otherwise I think the language should have been specific to the comparison between BTX 1308 and the placebo.
I think the reference (screenshot below) to the p38 MAP Kinase pathway, which pharmaceutical companies have been unsuccessful in targeting over many years, strongly supports that interpretation.
I'm actually pretty confident that is what they mean, but we'll see.
