I think SMSL strategy is to drag out the process until the election, and/or until lynas has no money. Later is unlikely considering CR and selling its first batch in a few months.

30% chance of BN losing election, even so, it would be hard to stop lynas during the TOL phase. If lynas doesn't come good with its long term waste management plan, then problems.
