Do some more research, a proper vaccine cannot be be created until they the virus mutates to a human transmission form, and then it will take several months to produce in any reasonable quantity. That may be tomorrow or in several years- in all likelihood it will be the latter. In the meantime Govenments are obliged to do everything they can to prevent the potential catastrophic loss of life. A few billion dollars worth of anti-virals is nothing in the scheme of things and I expect all Governments will try to reach the WHO targets of coverage
