you obviously have VERY limited understanding about whistle blowing.
The claim/allegation that whistleblowing is about stealing "our data" is to discredit whistleblowers and to protect those in power.
I have been involved myself in whistleblowing without "stealing data" when I tried to expose incompetence and criminal behaviour without going public.
I was VERY naive and way too trusting then and paid for that.
I know what I am talking about.
Read the article again:
"According to Mr Sedgwick’s official figures, as many as 20,000 federal public servants had witnessed serious internal misconduct in the latest 12-month reporting period but that less than half of them had made internal reports, usually because they distrusted the official process or they feared reprisal."
There is VERY little real interest in weeding out incompetence and criminal behaviour in the Public Service because too many people would be hegatively effected.
