As an X business man I have always followed the principal that all business has a "required" ratio of expenses

    IE
    -- X amount for advertising,
    --X amount for staff amenities
    --X amount for administration,
-- X amount for productive staff etc etc.

This is almost set in stone for each type of business for efficiency and maximum profit

Therefore on that basis there should be a set number of people "working" employed by government in relationship to the number of "productive" workers, that is the number in proper manufacturing, production jobs that build the country against those service jobs tat PS people do

Australia is rapidly becoming a picture of the countries renowned for inefficiency and bureaucratic waste

I always relate to the Fall of the Roman Empire where less and less people paid more and more to support a growing administrative army
