I am concerned about my capital CR but thats not the reason I posted.

Generally speaking this country has a red tape culture that prevents us /Aust from guaranteeing our place in the world.

Try get a planning permit etc.

I do NOT change my view the Public Service is riddled with a negative Culture.

CR you may be correct tier are probably some PS that are worthy of recommendation, I am yet to meet with one.
