    No it does nt preclude UPM but according to the AFR article on 11th March a UPM spokesperson precluded UPM as an investor in the Gunns project. Probably because having seen the data they see it is not viable and no threat to their mills in South America .

    That leaves the Japanese and Chinese - a APP - would be a red flag to the greens - they would only be interested in 100 % control .

    The BKP concept in any case is the wrong one for Tasmania -as I have pointed out before . There is more profit and cleaner technology in building a CTMP or PGW plant with 2 paper machines and sticking this next to the sawmill at Bell Bay - market is nearly totally import replacement and more likely to get a foreign investment partner who stands to lose a lucrative market . That narrows the field to the Finns again and the Germans .Maybe also the Swedes and even Norske Skog .
