It seems to deal with the construction cost of the mill. Unfortunately, unlike Senators untruth that it has been prepared by "an independent finance analyst, Naomi Edwards", it has been prepared by a regular advisor to Bob Brown who has a track record of getting it wrong. Appples/oranges etc.
She wouldn't have access to the GNS Capex. She wouldn't have clue about the mills operating expenditure.
