A month isn't a long time, in particular when referring to the tortured process for this approval. I don't it was GNS that has said a JV relationship would be signed as soon as the approval was through: it was speculated on HC (by me and others).
I think the Bill Kelty process, report and political decisions might cause some delay. Nothing to do with forestry, Tasmania, and the Green commies is simple.
