Off topic of EYE, but since you're talking about sophisticated pump-and-dumps...
Technically not all pumpers need accumulate on the open market, if there are cap raises or stock awards. I guess many of those situations might be illegal though, if they were misleading the market to influence the stock.
Maybe it's possible sell-side brokers involved with cap raises could also pump the stock, on their clients' behalf...? Presumably they'd have to be very careful not to make misleading statements, given the potential effect on their career.
However clearly all pumpers would need to dump, unless they're going down the Steve McGovern route. And you need a strong board, separation of responsibilities, & spread of financial knowledge to detect those.
