it seem all the replies are ignoring the important part of the article:
"...to ensure the most vulnerable could withstand any shocks in the future, such as loss of income or falling house prices."
it doesn't say "possible" or "in case things go that way"...its a given !
and no amount of chest beating (we will pay it off! we will starve but we'll have that capital gain someday !) will make it go away !
