Is there a religion more punitive than Islam?

Is draconian punishment metered out by mere mortals and resultant fear and submission the path to enlightenment?

Or is a more patient, tolerant and pastoral approach from mere mortals a better path to enlightenment?

Which approach might produce open acceptance of widespread goodwill?
