Yeah probably. Thing is Range has been granted exploration rights (by local authorities) before this constitution was even completed. Therefore the federal authorities has outlawed the deal, resulting in a standoff between the federal and local gov'ts. News out from Friday/Saturday indicated that this dispute has been resolved with both sides offering concessions ... the deal has almost certainly been watered down, but at least it has not been ruled void altogether.
