    its a complete utter mystery to me why any of this is going on

    its at the sole responsibility of the manufacturer that it is compliant. if the product isnt safe, it comes back to TIS, not anyone else, so why would anyone but TIS care?

    CE agency isnt responsible for anything that carries their mark

By affixing the CE marking on a product, a manufacturer is declaring, at their sole responsibility, conformity with all of the legal requirements to achieve CE marking and therefore ensuring validity for that product to be sold throughout the European Economic Area. This also applies to products made in third countries which are sold in the EEA.
