I think they are playing catch up and reason for trading halt was they needed time to "clean and wash their jocks"
Basically POS didnt know.
Now if they did know about submission they still didnt know FEDs had approved funding until political press release. Hence jockey cleaning needed.
Its unfair to say this was witheld from market.
