    Seems pretty clear to me the Real Estate agent is not working for you.
    Probably working hand in hand with the developer looking to buy up land cheap. (If you can call $1.7 cheap)
    If the properties across the road sold for $1.45M each without sewage and town water, your property would be worth more than $1.7 when sewage is at your door. The buyer would not have to pay for the cost of providing sewage to your door. Your property would be worth even more if new shops and service station are included in the new development across the road.
    I would also try to get in touch with the developer across the road. He might be interested to add your property to his development.
    Seems to me you are in a good position. Do not rush into anything before considering it closely. Tying up you property for a couple of years for a few thousand dollars in the bank is not smart. Probably cost you that much to get a solicitor to read the contract.
