Serious, he's being defeated, but he won't allow it. The bombarding or Kyiv recently shows he's just gradually warming up to nuking civilians.
America has said using Nuclear weapons would result in the US destroying Russia's entire navy which would then presumably result in Russia attempting to nuke the USA...
