No worries, the processing plant used by Syrah with its well publicised issues was designed by Chalieco and Changsha Engineering and Research Institute Ltd of Nonferrous Metallurgy (both Chinese). I'm unsure if it was built in China, but Chinese mining and manufacturing is notoriously poor and riddled with issues.
The Chinese graphite industry is the most well established, but it isn't a high-quality mining and manufacturing industry, at least as western companies know them.
if I was a foreign investor the lack of CAPEX combined with the Made in China plant would actually be an issue for me.
I don't believe they will be financed with this leadership group - but I think with a new team they could get it done.
You only need 40M, this is easily done with strong, connected management.
