    I don't believe franchise's have to pay for the rollout up front.

    There is a technology levy in the franchise arrangement that they would pay ongoing as apart having the franchise arrangement with Australia Post. For example if the rollout cost $125K for a post office and the franchisee has a 10 year arrangement, it may cost them an extra $12.5K per year or whatever to have it.

    Having said that there may be a clause in the arrangement that states that if Australia Post are doing a companywide rollout they have to go along with it and their franchise levy will adjust accordingly.
