Hi
Like a lot of people you are confusing inner and outer Mongolia, (Chinese territories) with the independent country of Mongolia that sits along China's North Eastern border.
Now the Ovoot deposit is in the North Western part of Mongolia and the trans Mongolian railway sits in the eastern part of Mongolia . There is a branch line that goes to Erdnedat but Ovoot is still over 500Kms east of that and that is the big reason Ovoot is not shipping coal right now.
