RP 11 alone future value therefore should really be discounting $650 million pa in cashflow from 2028 (65% of $1billion market 2028 = $650 million p.a. cashflow)
That therefore has to be a minimum of $3 to $4 billion valuation now imho
that is probably how the USA will/would eventually value it.
