I have been wondering same.
My assumption was firstly that consolidation is seemingly normally done to attract new funds or investors. It seems like the major holders here are planning to keep it to themselves and current holders and grow the value from here of share price, not sure what their exit plan is. If they were planning to sell their holdings on market one would think a consolidation was important.
secondly I think they normally do a consolidation with a cr. So the fact they didn't do it last raise and the amount raised means not in foreseeable future until more funds are required.
I assume to consolidate at any point has costs associated and seems they are laser focussed on what they want to achieve with current funds in hand. Seems they see no reason to do it now. All in all that seems to me like they are targetting some kind of exit strategy as If they expected many more raises they would have to consolidate. Almost certain to happen with any future cr I guess.
