I don't believe the stop all muslim immigration concept is workable, nor necessarily fair in all cases.

A multi-pronged approach is required. For starters::

- stricter immigration laws to demand compliance or you're out (obviously requires a great deal of detail to describe "compliance")
- independent authority to license all clerics/religious teachers based around strict hate-based rules and other standards. Non-compliance and you're out or heavily fined and license revoked and/or jailed, subject to the fault.
