As we know Eric does have a heavy french accent. It sounded to me like Eric said he didnt read the report. Could just as easily have said "did".
In the context of his answer and him being a scientist its equally possible he skimmed it only and referred to the conclusions or else that he did read it in its entirety. I would suggest he would have read it cover to cover. But I am jsut trying to "recollect" as faithfully as possible.
Either way, data out by "tens of percent" is ahem massive.
Put another way, if you were designing something......say a space shuttle or something where your life depended on it and you could choose Eric, with him knowing when some calculations are out by "tens of percent" and the other, the OECO Institute MAKING calculations that are out by "tens of percent" then, to put it bluntly, you go with Eric....coz you dont want to die.
Eric responded very genuinely but I was cracking up when I heard him respond. Tens of percent in deed. That's saying something.
