If I understand this carbon tax correctly that is exactly what it is all about. There is no incentive to change (from carbon polluting ways)if there is no tax. The tax is the driver for change - to use such things as rare earths from Lynas to build wind gens or other devices for a cleaner environment. The CT becomes the circuit breaker to persuade the polluters to make the change. And with the introduction of new technologies presumably comes new employment opportunities.
