Woody sanction will happen if they win PE as this is the most profitable potential project they are looking at currently, all partners are aligned, lowest risk of all their current potential projects, and the quckest to start selling to the market. If PE goes FAR's way, Woodys sanction or not is irrelevant unless they decide to do a deal with Far to stay in.
Dont waste time with well count as this is detail we have no control over. The number of Wells and layout will change during Feed studies to minimise cost and optimise production, and will only be finalised at FID. Maybe even with 1 or 2 contingent Wells to be decided after start up. This will all be covered in the sanctioned budget and won't achieve FID if the economics don't stact up.
