coldry is about energy production, matmor is steel (and possibly other metals)
coldry is intrinsic in supplying pellets to power the furnace for matmor pellets.

coldly itself is very significant, and with all the concentration on matmor and how coldly fits in, the primary function of coldly seems to have been overlooked.

coldry produces high grade coal for power stations, steelworks need power, the infrastructure required to build and operate a steelworks requires power.
there are many parts of india where power is not reliable, so power generation is a primary requirement - and this is not only power generation for operating a steelworks, it is also the domestic need once the 'new cities' and other industry that will inevitably follow from a steel - matmor plant in the locale.

dont forget also, that as a by product of the coldly plant, there is a large amount of potable fresh water produced, another necessity for operating steel plant, and surrounding infrastructure.

coldry pellet + matmor pellet are really golden bullets
