I believe all they are really saying is that whilst a collaborative partner might ante up the money to acquire the site there is still a fair bit of moolah to be spent getting it up to a spec required to utilize Intec's patented technology so it won't necessarily be a one sided outcome, weighted against Intec.

In other words, Intec are in a relatively strong position due to their IP should the collaborative partner acquire the site.

Looking ahead a little, should the site acquisition go ahead and the terms of the pending collaborative deal be seen as a good outcome for Intec, especially if Intec are able to quantify the economics, then it would possibly make the SPP rather compelling.

I see it as positive even though there are a number of steps which have yet to finalized. Speculative ... but very promising if it all comes to pass.
