On point 2, the big oil and gas donors actually do want new exploration to proceed. It guarantees future supply. As the big players with plenty of cash, the smaller explorers sitting on a good field make for juicy takeover/buyout targets.
Scott Morrison was against a Royal Commission into Veteran Suicides ... then he went ahead and announced it last week.
He did the same backdown on vaccination targets.
So not too hard for him to hold his "personal opposition" line and still let the Minister make the right decision.
