Gosh... You say "They could be varying the hole location into the marine park." that is very wrong. NOPTA couldn't care less where in your permit you want to stick your drill hole. NOPSEMA is the one that takes care of that. You cannot apply to NOPTA for a "variation" to change a drill hole location, that is wrong on many levels.

(please note, that part of what the senator said is a direct quote from the source I referenced in my post, I didn't use quotations, but if you just read the source, that is a quotation I just copied and pasted, please carry on with the argument assuming I had put quotations around this).
"Then concluding this as bad news for PEP-11 or indications of so" it is bad news for PEP-11. Previously there were no rejected applications other than applications which were made, then the permit holders changed their minds and surrendered the applications instead etc. Therefore, this shows us, either 1) use it or lose it is in full effect, 2) you cannot make a variation without technical evidence that the NOPTA guidelines suggest you need and 3) PEP-11 tried to make a variation for 3D seismic to say they don't need it, but previously admitted that they do need it to de-risk the drill.
