The easiest solution is to let the rights lapse due to not commencing production. Government shouldn't grant an extension even though most the delays are political.

Then award the rights to the community.

The community needs a financial backer and KGL provide them that. That way the government, community, and KGL all get a slice and the community don't need rely on KGLs generosity.

All in jest ofcourse, but I still remember poster KIRIL mentioning 'Russian maffia' style rule in Kryg and although he was criticised it has almost turned out that way. They have rules. Just nobody respects them.
