Remember that two entities can agree to buy and seel to each other (for no net gain or loss as a combined activity).
In so doing they gather the shares on the way down form loose hands. They then instigate a false up run and sell the loose shares they gathered at say 0.59 to 0.6 (12 % profit on average). Then they start the churn down again, repeating and repeating this. And why not ? Who can stop them.
