As I posted earlier this week, they are awaiting FDP approval from the NSTA. They cant go to fid until they get that consent. Until such time as FDP approval is given, they would clearly be proceeding. It would be dumb not to.
To be clear, the question you are asking is only relevant once they receive FDP approval. And hence, I presume, why they aren't saying anything.
As I posted earlier this week, they are awaiting FDP approval...
