For those that are concerned about the delay in releasing the remaining new leases, I thought this might prove useful.

In brief, the crux of the paper is that the govt environmental dept concludes that there will be no material impact on the habitats in which the leases are to be offered. In other words, the delay likely isn't environmental.
NB. I assume the same applies to the existing HHR leases that are due for FDP since they are in the same region....
