The institutions are playing with this stock as they know the foreign investors have their hands tied and cannot buy more. I believe they will suddenly decide to rerate in probably 4 months and if you are not in at that stage you will miss out.
I have been buying at the dips and manage to score a few below $3.00 recently however my holding is now getting a bit large.
