I had a discussion with a friend of mine who is high in Cathay. From what I hear, Cathay ( and others) are hugely against HK. Jetstar , not because they are scare of HK Jetstar, but because it would set a precedent and allow other competitors to do the same. That is the real,fear for Cathay and others.
I also do not thinks divi's will happen anytime soon. Nice thought but it won't happen.
