They are long hole stoping reefs that are around 30 degrees off vertical, it seems the problem is with both uphole and and down hole long hole stoping they are having to drill without sight of the reef for about 10 metres above and below the access drive.
I would think they would be better off doing cut and fill mining using air legs following the reef by site as they progress up the reef.
We know one thing it couldnt be any slower than what they are doing with mechanised equipment and dilution would be lower. Just my thoughts I have no mining experience.
Best thing that could happen here is if the mine manager from SLR was paid to take a look at how City could improve their operation.
