I wouldn't underestimate public opposition. There is land disturbed by quarrying and aquaculture in that catchment, but mining is always particularly emotive. It's midway between two regional cities with university campuses. The small marina development at Cardwell was stalled for years by opposition. The consultants may finish the first draft before half year '15, but the back and forth with public submissions will likely drag on for a now indeterminable amount of time. You don't get the tenure until the final EIS is approved. Harder to get off-takes without a lease.
