If you want to get into specifics, the fairy tale also discusses stockpiling at the Port. That will pull in all the coastal legislation as well. So you'll be dealing with multiple state departments, all three tiers of government and masses of public submission. If I was asked to bet, I'd say 5 -7 years just to get a yes or no answer.
