Now just to tidy up your post.

1. When Abbott got elected he said he would go light on pulling in development decision making on Commonwealth Regulation and have those issues managed under State's legislations where ever possible. Hence my Abbott comment.

2. The environmental clauses of the Mineral Resources Act were transferred to the EP Act, in around about 2002, which resulted in an amendment to the EP Act 1994, and the devolution of environmental matters went from the Mines Dept to the EPA.
