Yes, you need to own 51% of the shares to have true and total control over the company. But during IPOs the shares are distributed to founders, directors and major stakeholders hence being public.

As an example
QBL/Board of Directors own 30% of the shares
Institutional investors own 25% of the shares
and us schmucks own the other 45%

The Board of Directors is entrusted with a lot of power by the shareholders. They can make most of the important decisions. The law decides what kind of decisions are to be made by the BoD and which ones can be made only by the shareholders at a general meeting. Even though the shareholders are generally considered to be above the BoD, they do not have the right to override BoD's decisions in general.

In this case, the Board of Directors owns more than the "Institutional investors" and together they own 55% of the company. - This isn't taking into consideration A or B class shares.

Institutional investors usually vote with the Directors and together maintain control of the company.

Do you see where I am coming from? I'm just pointing this out as if they were to go with the IPO this could be an outcome.

Then you should be more careful with your comments. You have now substituted 'total control' for 'control'. The BoD has stewardship of the organisation, given to them by the shareholders.
To say that Board controls an organisation with a 30% holding is factually wrong. Splitting hairs? No not really, just trying to give a balanced view.
